Abstract:
To investigate the factors that affect the industry level total factor productivity (TFP) in the Hong Kong's construction industry over the past 30 years (1972-2001). To accomplish this goal, the following objectives have to be achieved; 1) to measure the industry level total factor productivity in the construction industry(TC); to identify and factors affecting the (TC); to test empirically the effects of the factors identifies in (2) on the TC.

Abstract:
To review the literature on the use of development control (planning application) statistics in planning systems within common law jurisdictions; to collect and tabulate all statistics on planning applications submitted to Town Planning Board of Hong Kong concerning uses applicable in Agriculture Zones from 1994 to present; derive 6 sets of refutable hypotheses about the statistics being collected which inform on the critical factors of success in planning applications and the adherence of the Town Planning Board to its own policies and policies generated external to it; to adapt an econometric model, the probit model, to evaluate the hypotheses derived in (3) above and canvass the practical, policy and theoretical dimensions of the hypotheses.
